FPR-Inkotanyi Elects New Leadership for Kigali City

On Sunday, February 9, 2025, the FPR-Inkotanyi held elections for the Executive Committee at the Kigali City level, where Dusengiyumva Samuel was re-elected to lead the party with 502 votes, accounting for 86% of the voting members.

After his re-election, Dusengiyumva addressed the media, stating that he would focus on encouraging citizens to actively participate in decisions that affect them. He emphasized promoting the development of services, improving livelihoods, prioritizing healthcare, child education, and family welfare.

He said, "We will work on reducing loneliness and trauma, as these issues continue to rise. Citizens will play a role in decision-making, ensuring their views are heard at the grassroots level, which will guide our work."

Dusengiyumva also highlighted his vision for Kigali in the next five years, stating that the city will have tourism zones, better roads, and modern buildings, but all of this development will be aimed at benefiting the city’s residents.

The newly elected leadership of the Executive Committee concludes a five-year term, which included Dusengiyumva Samuel as President (Chairman) and Mayor of Kigali, as well as Zulfat Mukarubega as Vice President. Mukarubega has now been succeeded by Nshimiyimana Haruna, who received 452 votes, or 77% of the total votes.

Dr. Niyonsenga Jean De Dieu, the former Secretary, was replaced by Kayitesi Marcelline, who was elected with 493 votes, accounting for 84.3% of the votes cast.

In addition to the Executive Committee, members of the various commissions were also elected, including the Governance, Social Affairs, Economy, and Justice Commissions. Three youth representatives were also elected to the Executive Committee of FPR-Inkotanyi at the Kigali City level: Cyusa Dieudonné, Rucaca Pacifique, and Ingabire Josepha.

For the commissions, Niyitanga Irené was elected to lead the Economic Commission with 492 votes, which is 84.1% of the votes. Nkurunziza Samuel was elected to lead the Social Affairs Commission with 412 votes, or 70.4%. Tetero Solange was elected to lead the Governance Commission with 433 votes, or 74%. Me Nyamaswa Raphael was elected to lead the Justice Commission with 420 votes, or 72%.

Tito Rutaremara, representing the Secretary General of FPR-Inkotanyi during the elections, urged the leaders and members to be proactive in solving problems without always needing to escalate issues to the central leadership. He emphasized the importance of leaders understanding and applying the party’s ideology.

He said, "You must become cadres because a cadre understands the party’s ideology, analyzes issues, studies them, and presents solutions. This approach should be adopted by all leaders so they become real cadres, not just figureheads."

Rutaremara, who played a significant role in the liberation of the country, noted that in the past, FPR cadres in different countries, such as Australia, Uganda, or Zaire, could express similar views even without direct consultation. However, now, he said, "every issue is reported to the party headquarters in Rusororo, even though the answers are within us."

Rutaremara expressed disappointment over the existence of malnutrition among FPR-Inkotanyi members in Kigali, not due to a lack of food but due to the negligence of parents who are unaware of whether their workers are fulfilling their responsibilities.

In addition to Kigali City, elections for FPR-Inkotanyi leadership were also held in various provinces, continuing a series of elections that began at the district level.
